    The Canon PowerShot G9 has a time lapse mode, and generates the video by capturing 1 or 2 frames per second and playing back at 15 frames per second.

    If you have JPG files, you can create time lapse or stop-motion video from the images using JPGVideo (freeware), but it seems as if you are trying to accelerate a video stream, and I don’t know of software to do that.

    You can Google for JPEGVideo. (YouTube doesn’t allow full URLs for some reason)
